URGENT MEASURES

"OLD ORDER CHANGETH YEILDING PLACE TO NEW"

I think, THe CONSTITUTION of INDIA needs urgent AMENDMENT to Face and takle the new emergencies of 21st Century i,e Terrorism..

In USA, the President has his Federal Forces to face and resolve measures beyond the means and competence of States'

When and where, the States are unable to to meet the measures of crisis or issues like Terrorism, the Central forces(not CRPF but like Army of up-dated with Military skill and Technology, should take over , as emergency measure to eliminate the errupted danger and without interfereing in State's power/affair and of course,after being invited by the States.

To meet the challenge of Modern Terrorism,the police-power of States or out-dated technique of border securities of Past Century level , has not the slightest chance of making any positive difference. Here the numer and Volume would not count but the quality - would.
