SHAPE OF DE MOCRACY IN INDIA : HOW MUCH AUTONOMOUS IS C.B.I ?

'..the Investigating Agency was forced in 1994 by the Narashimha Rao Govt not to press for extradition of Warren Anderson, the fugitive CEO of Union Carbide..

With the back Ground of such revelation, it is easy ,even for a child, to understand , how much 'Free' is CBI and more particularly , now, to believe the integrity and freedom of CBI in investigating the Rail Tragedy of Ganeshwaree Express in West Bengal , recently.

Is it the real shape of Democratic Process and infrastucture of Indian Democracy even now or we can expect something better?
And how the people should receive and react after such revelation ? Who should pay to compensate those lives - Union carbide or Central Govt responsible? ?
