But Sj. Monish Tiwari on PM's behalf says that it dosnot need inteligence to conclude that as PM wa pre-occuoied , he could not cast his Vote.
The Moral to be drawn by people of Indian Democracy is that if one is pre-occupied , he can keep aside or trash his Ballot paper.
People of India is now given the the Guide line by Mr. Tiwari.
