I THINK :

Judiciary itself is overcrowded/ overloaded with more V.I.P-s filling up the waiting space , resulting 'BACK - LOG ' and depriving the B.P.L -Class of JUSTICE for years or decades..

This is making in the "Justice delayed is justice denied " quote so true every when every day !

Present  Political  Turmoil   and  'Power -  hungry -  hoichoi "  has    put   even  the    whole  Judicial System  under  'HYDRAULIC   PRESS -Suffocation  !!
